Introduction of Article Processing Charges (APC) for IJTS

Since its inception, the International Journal of TESOL Studies (IJTS), a journal of the International TESOL Union (ITU), has operated under a Diamond Open Access model, whereby authors are not charged article processing fees.

However, publishing a scholarly journal entails various costs, including:

  1. Hosting and maintaining the journal's website
  2. Copy-editing and proofreading manuscripts
  3. Typesetting articles
  4. Registering Digital Object Identifiers (DOIs)
  5. Conducting plagiarism checks
  6. Administrative work
  7. Other publishing-related expenses

To date, the financial costs of publishing IJTS have been met through the generous donations of ITU leaders and associates.

Unfortunately, donations are an unpredictable source of funding. As IJTS continues to grow, the increasing costs of sustaining the journal make it necessary for ITU to establish a more sustainable funding model. Accordingly, the ITU Executive Board has decided to introduce an article processing charge (APC).

Effective 1 November 2026, IJTS will charge an APC of USD 300 per paper accepted for publication.

There is no submission fee. The APC is payable only after a manuscript has been accepted for publication. Upon acceptance of a manuscript, the corresponding author will receive an invoice from IJTS.

ITU recognises that access to publication funding varies among researchers and institutions. The APC should not prevent authors from publishing their research in IJTS solely because of financial constraints. To help ensure that the journal remains accessible to researchers with limited funding, authors residing in economies classified by the World Bank as low-income or lower-middle-income will be eligible for a discounted, subject to the journal's eligibility requirements.

Authors seeking a partial waiver on financial grounds should submit their requests at the time of manuscript submission and explain their situation, supported with a letter from their Reporting Officer or Head of Department. The ability to pay will thus have no bearing on the evaluation of a manuscript.

ITU remains committed to maintaining the quality and international accessibility of IJTS while ensuring the journal's long-term financial sustainability.
